Understanding HDB Defects Liability

When you collect your BTO keys, you have a 1-year Defect Liability Period (DLP) to report any construction defects. This guide helps you make the most of this warranty.

What's Covered

Structural Issues

• Cracks in walls or ceiling
• Uneven flooring
• Misaligned doors and windows
• Water seepage

Finishes

• Chipped tiles
• Poor paintwork
• Damaged fixtures
• Scratched surfaces

Plumbing

• Leaking pipes
• Poor drainage

Electrical

• Non-working power points

Windows & Doors

• Poor sealing

What's NOT Covered

• Damage caused by you or your contractor
• Normal wear and tear
• Issues from renovation work
• Problems after DLP expires
• Items you added or modified

Defect Inspection Checklist

Before Moving In

Walls & Ceiling

• Check for cracks (use flashlight at angle)
• Look for uneven surfaces
• Check paint coverage
• Inspect corners for gaps

Flooring

• Walk entire floor - check for hollow sounds
• Look for chipped or cracked tiles
• Check for uneven surfaces
• Inspect grout lines

Windows

• Open and close all windows
• Check locks work
• Look for gaps when closed
• Test for water tightness (spray water outside)

Doors

• Open and close smoothly
• Locks function properly
• Check for gaps
• Door stopper installed

Electrical

• Test all power points
• Test all switches
• Check doorbell
• Test intercom

Plumbing

• Run all taps - check pressure
• Flush all toilets
• Check for leaks under sinks
• Test drainage speed

Bathroom

• Check tile slopes (water should drain)
• Test shower head
• Check toilet flush
• Look for chips in sanitaryware

How to Report Defects

Step 1: Document Everything

• Take clear photos
• Videos for functional issues
• Note date and location

Step 2: Report via HDB

• Use My HDBPage portal
• Or visit HDB Hub
• Or call HDB Branch Office

Step 3: Track Your Report

• Get reference number
• Follow up if no response in 14 days
• Keep all correspondence

Timeline

Tips for Successful Claims

Do This

• Report early (don't wait until end of DLP)
• Document with photos and videos
• Be specific about the issue
• Follow up regularly
• Keep records of all communications

Don't Do This

• Attempt to fix it yourself first
• Wait until the last minute
• Report vague issues
• Be aggressive with contractors
• Renovate the affected area before inspection

High Priority (Report Immediately)

Medium Priority

After DLP Expires

Once the 1-year period ends:

• You're responsible for all repairs
• Building structural warranty may still apply (varies)
• Keep documentation for future reference
• Budget for maintenance going forward
